Excerpt from [The Huffington Post](http://www.huffingtonpost.com/stephen-g-cecchetti/how-low-can-they-go_b_9553630.html) -- "The bottom line: international experience suggests that negative interest rates, at least as low as we are seeing today and (in some places) significantly lower, will become a permanent part of the monetary policy toolkit. If that’s right, we need not worry quite so much whether a 2% inflation target is too low."
