People will take huge risks, take on huge costs, to get to cities. They'll live in very difficult circumstances, often illegal, informal circumstances, crime-ridden circumstances, to get the benefits that cities offer. We know that there's a big demand there. And the challenge is how to... have a supply response that could meet that demand."
