Cuba lacks almost all the infrastructure it will need to move to the next level, including a basic financial system (banking, securities, insurance) and modern agricultural and industrial bases. How well, and how quickly these can be created will determine whether Cuba, with its 11 million well-educated, increasingly entrepreneurial minded population can make the most of the opportunity."
